It outlines the options open for securing Britain's naval supremacy in the Persian Gulf, in the event of the construction of a Trans-Persian railway which extends to the shores of Southern Persia. This includes possible sites for naval bases, and proposals for how Britain may secure control over the entrance to the Gulf.
