Notlar Letter regarding his previous correspondence on the benefits of having the Persian Gulf political residency, main telegraph station and coal depot at a free port in a central location between the slave channel at the entrance to the Gulf and the Pirate Coast, ideally near Cape Mussondoom [Musandam], and the commercial and political status this location would give.The letter proceeds to make recommendations on steps the government should take if the proposal were to be approved including obtaining a valid title for the land from the Sultan of Muscat, a thorough examination of the neighbourhood surrounding the cape, that potential future requirements should be considered in the planning of the layout of the area, the need for mooring buoys as anchorage and for the port to be a free one, the need for a serviceable road along the coastline, the naval force required to support such a residency, limits that should be placed on those government representatives working at any new residency and the type of person that would be suited to such a residency.The letter also contains a postscript regarding a letter Pelly received [No.7 14 December 1862] regarding establishing a Vice-Admiralty court in the Gulf and whether the British Government would have the right to do so. | 4 folios | more | less
