The discussions concern the conditions for medical officers and administrative staff as well as military officers.The principal correspondents in the volume are: the Viceroy; the War Office; and the Secretary of State for India (Edwin Samuel Montagu).The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year.
