Ibn Abbas, may God be pleased with him. If it were not that it would be too difficult for my nation, I would have ordered them to pray it like that, meaning the evening prayer. He said it when he delayed it... ... his saying, “Here is Umrah and Hajj.” If I said, “What is the reason for prioritizing Umrah over Hajj, which is obligatory,” I said, “Because it begins with the actions of Umrah,” so he began by mentioning it. It is permissible to delay mentioning Umrah in the Talbiyah, because the waw is an absolute plural in its root meaning... May God have mercy on those who supplicate.
