The emergence and spread of the printing press since the 15th century caused a rapid rise in the book market. The decisions of Christian administrators regarding published works also affected the Jews living here. Jews have taken some precautions in order to avoid conflict with the administrators of the countries they live in and to protect their religious beliefs and traditions. Requiring a certificate of approval for the printing of Hebrew books is one of them. The Haskala movement, which emerged under the influence of the Enlightenment period in Europe and aimed at the modernization of the Jewish society, produced many publications in the 18th and 19th centuries when it was influential. Throughout this period, science continued to be an area of conflict between the rabbinic clergy and the Maskilim. The Rabbinic clergy tried to minimize the impact of the Haskalah movement by not giving approval certificates to Hebrew scientific books, which were considered "potentially dangerous", especially in the early periods. It is seen that this attitude started to change in the following periods.
