Due to the wars and migration in the last period of the Ottoman Empire, there was an increase in the number of children abandoned on the streets, forced to beg, and involved in crime. Aid provided both individually and through foundations for orphans, orphans and children in need of protection has been insufficient. In order to protect these children and raise them as good people, various institutions such as Reformatory, Daru'l-Hayri Âlî, Daru'l-Eytamlar, Darulaceze, Himaye-i Etfal were established and activities were carried out in different provinces of Anatolia, as well as in Istanbul. Kastamonu is also among the important of these provinces. Kastamonu, which has always been a center of science and wisdom in the Ottoman Empire, has also been a pioneering center in the protection, education and contribution to the economy of orphans and orphans. In this study, the establishment purposes of the mentioned institutions, their functioning and their contributions to the society are discussed in general and the activities carried out in this field in Kastamonu are evaluated.
