Notlar	The mandate of Medhat Pasha for Baghdad (1869-1872) is a turning point in the history of this state due to the enormity of the tasks entrusted to its implementation, foremost among which is the application of the reform laws issued by the Ottoman Empire during the period (1858-1869) In 1864, which was delayed in the Iraqi states until Medhat Pasha took over the administration of the state of Baghdad. Under the Ottoman circumstances to consolidate the central authority on their mandates and in an attempt to force the Iraqi tribes to settle and practice agriculture, a number of sandworms, districts and areas have been developed, such as Snafj al-Muttafik, Dulaim, al-Hassa Which will focus in the research on the reasons for the development and implications of this development on the political reality of the Iraqi states. Despite the efforts of Medhat Pasha in the application of new administrative formations, but these efforts quickly faltered after the isolation of this governor in 1872. تعد ولاية مدحت باشا لبغداد (1869-1872م) نقطة تحول في تاريخ هذه الولاية نظرا لجسامة المهمات التي كلف بتنفيذها و التي يأتي في مقدمتها تطبيق القوانين الاصلاحية التي أصدرتها الدولة العثمانية خلال المدة (1858-1869م) حيث يركز هذا البحث على قانون الولايات الذي اصدرته الدولة العثمانية عام 1864م و الذي تأخر تطبيقه في الولايات العراقية حتى تولي مدحت باشا إدارة ولاية بغداد. في إطار جهود الدولة العثمانية لتوطيد السلطة المركزية على ولاياتها وفي محاولة لإجبار العشائر العراقية على الاستقرار و ممارسة الزراعة تم استحداث عدد من السناجق والاقضية والنواحي نذكر منها سناجق المنتفك و الدليم و الاحساء... و التي سيتم التركيز في ثنايا البحث على أسباب استحداثها و إنعكاساتها على الواقع السياسي للولايات العراقية. و رغم جهود مدحت باشا في مجال تطبيق التشكيلات الادارية الجديدة إلا أن هذه الجهود سرعان ما تعثرت بعد عزل هذا الوالي عام 1872م.
