The enclosure is in Arabic and includes a translation in English. The enclosed letter explains that the British interfered with his conflict with the people of Quteef [Al-Qaṭīf] because he had targeted the boats of neutral tribes, and thus threatened the stability of trade in the region. It further urges him not to renew a system of piracy in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
