The correspondence is between: Shaikh Ḥamad Āl Khalīfah, the ruler of Bahrain; Hugh Weightman (later Reginald Alban), the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain; Charles Belgrave, Adviser to the Government of Bahrain; the External Affairs Department of the Government of India; Charles Geoffrey Prior, the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; and the India and Foreign Offices in London. The correspondence comprises a discussion amongst British officials over whether to allow such honours to be bestowed by and upon the Bahrain ruling family, and reflects their reluctance to do so. Folio 5 is the 'Alan (I‘lān - proclamation) issued by Shaikh Ḥamad announcing the new 'Order of the Al Khalifah'. Folios 27 and 28 are internal office notes.
